On the home page of the web site is a user log in. Underneath the login area it says "No Account Yet?" and a link to "register".

You will need a valid email address to register because you will be automatically sent an email for verification. Once you clink on the link and verify that you're using a valid email address you will be allowed to log in and use the members only areas of the web site.

Depending on how the web site is set up you may also access logging in though the "Site Map" and may register or log in though the Discussion Forum.
